Licences are per-feature, not per-system

CoCon is modular. The base discussion licence covers speaking and microphone management; voting, interpretation, authentication and documentation are each licensed separately. A chamber that needs recorded votes and multilingual proceedings needs several modules, and which ones is a functional decision taken with the clerk or chamber administrator rather than from a datasheet.

Licence the features the proceedings actually require. Adding a module later is straightforward, but discovering at commissioning that voting was never licensed is not a good day.

Virtual and hybrid

Licences exist for virtual interpretation and remote participation, which is what allows a chamber to seat delegates who are not in the room. Confirm the network and platform requirements before committing.
