State and local governments, public universities, transit authorities, and large agencies must meet WCAG 2.1 Level AA across all digital content, video, live streams, and audiovisual systems.

Tier 2 — Smaller Entities
April 26, 2028
Smaller Entities & Special Districts

Smaller public entities and covered organizations have until April 2028 — but the same WCAG 2.1 Level AA standard applies. Starting your assessment now avoids last-minute pressure and emergency costs.

Here's what actually changed.
On April 20, 2026, the Department of Justice issued an Interim Final Rule extending the compliance dates for its April 2024 web and mobile app rule by one year. The extension is narrow — it covers only the digital portions of Title II. Physical AV accessibility and effective-communication obligations remain fully enforceable today.

Bottom line: The enforcement risk for most AV work was never actually tied to April 2026. Section 219 receivers, hearing-aid compatibility, effective communication, and the 2010 physical accessibility standards have been enforceable since 2012. If you've been waiting for the deadline to act on assistive listening, captioning of live in-room audio, or visual emergency alerts, you are already past due — the extension does not cover any of it.
