What does a council chamber AV system include?

A complete council chamber AV system has six subsystems: a dais and podium microphone system with automatic mixing and mix-minus; sound reinforcement engineered for speech intelligibility at every public seat; cameras with preset or speaker-following automation; displays for members, staff, and the public; a streaming and recording chain that produces the official record; and a control system operable by a clerk without AV training. Member voting and agenda-platform integration are added where local rules require them.

Assistive listening is mandatory, not optional. Under the 2010 ADA Standards section 219.3, a chamber seating 200 people requires 8 receivers, of which at least 2 must be hearing-aid compatible. An induction loop serving all seats removes the hearing-aid-compatible receiver requirement entirely.

Unintelligible chamber audio is almost always a room problem, not a microphone problem — excessive reverberation from hard parallel surfaces and loudspeakers placed for symmetry rather than coverage. Replacing microphones moves the failure around without fixing it.

A chamber has one job that a conference room does not: it must produce a complete, intelligible, accessible record of a public proceeding, every time, with no operator.

Everything in a chamber follows from that. The microphone system is not there to make people louder; it is there to produce a clean, capturable signal from fifteen positions where people lean back, turn away, and talk over each other. The reinforcement system is not there to be impressive; it is there so a resident in the back row understands the motion. The recording is not a convenience; it is frequently the legal record of the meeting.

And it all has to work when the only person in the building who touches it is a clerk with an agenda to run and no AV background.

Assistive Listening Receiver Counts — 2010 ADA Standards

Section 219.2 requires an assistive listening system in each assembly area where audible communication is integral to the use of the space. Section 219.3 sets the receiver counts. This is the table your chamber is measured against.

Two exceptions worth knowing. First, where a building contains multiple assembly areas under one management, the total receiver count may be calculated across all of them provided all receivers work with all systems. Second — and more useful — where an induction loop serves all seats, the hearing-aid-compatible receiver requirement does not apply at all. That single exception is often the strongest argument for specifying a loop over infrared or RF in a chamber. City halls and county chambers are often the oldest and most protected buildings a jurisdiction owns. Plaster you cannot core. A dais under historic designation. A vaulted ceiling that is both the room's defining feature and the reason nobody in the back row can hear.

The approach that works is acoustic before electronic. Measure the room, model the coverage, then choose loudspeaker types and placements that deliver intelligibility without an intervention the preservation board will reject — distributed low-profile arrays, dais-integrated microphones, and finishes matched to existing millwork.

What does a council chamber AV system include?

Why is our chamber audio unintelligible even after we replaced the microphones?

Because it is almost never a microphone problem. Chambers are acoustically hostile — hard parallel surfaces, high or vaulted ceilings, and loudspeakers placed for visual symmetry rather than coverage. The result is excessive reverberation, which destroys consonant clarity no matter how good the microphone is. The fix is coverage and reverberation control: distributed loudspeakers aimed at seating rather than at walls, acoustic treatment where the building permits, and gain-before-feedback management. How many assistive listening receivers do we need?

It depends on seating capacity. The 2010 ADA Standards, section 219.3, set a table: 2 receivers for 50 seats or fewer; for 51 to 500 seats, 2 plus 1 per 25 seats over 50; for 501 to 1,000, 20 plus 1 per 33 seats over 500; and so on. At least 25 percent of receivers, minimum 2, must be hearing-aid compatible. The full table is above. Note the important exception: if an induction loop serves all seats, the hearing-aid-compatible receiver count requirement does not apply — which is a strong argument for a loop over infrared or RF.

Can the clerk run it without an AV technician?

That is the design requirement, not a nice-to-have. We build presets labeled the way your agenda is labeled — Call to Order, Presentation, Public Comment, Closed Session, Adjourn — on a single touch panel, with a printed one-page runbook. If your chamber requires a technician to function, it was designed wrong.

How do remote members and remote public comment actually work?

Three engineering requirements. Remote participants need dedicated mix-minus so they do not hear themselves delayed. The room needs echo cancellation tuned for an open-microphone environment, not a small conference room. And the clerk needs a queue control so callers are admitted, heard through the room reinforcement system, and muted on a schedule the presiding officer controls. Done properly, a remote commenter sounds like they are in the room.

Does the recording capture remote participants?

It must, and this is a common failure. The record has to contain room audio and remote audio together, at consistent levels, in a single file. We build the recording feed from a dedicated mix rather than from a camera microphone, so the archive is usable and defensible.

Can we stream to our agenda platform as well as YouTube?

Yes. We integrate with Granicus, Swagit, CivicPlus, PrimeGov, Legistar and similar platforms alongside public destinations, with agenda-indexed timestamps so the archive is searchable by item rather than by scrubbing a three-hour video. See public meeting streaming and broadcast.

What does a council chamber AV system cost?

A focused refresh — microphones, displays, streaming encoder, assistive listening, and control — commonly lands in the low six figures. A full rebuild with a video wall, member voting, broadcast-grade cameras, redundant recording, and millwork integration runs substantially higher. The cost drivers are ceiling height and construction, dais geometry, whether usable conduit exists, historic protection, and what your records retention policy requires.

Will the council have to stop meeting during construction?

No. We phase around the meeting calendar, work nights and weekends, and keep a temporary system live so a meeting is never cancelled. For chambers with a statutory meeting requirement, the temporary path is built into the schedule before demolition begins.

How do we buy it?
