State and local government AV is not enterprise AV with a government logo on it. Accessibility Is Not a Line Item You Add Later
Title II of the ADA applies to every state and local government program, and for AV that means specific, testable obligations: assistive listening coverage sized to the seating count, receivers that are actually available at the meeting, captioning for streamed proceedings, and audio intelligibility that holds up in the back row.
We design for these requirements at schematic, not as a change order after an accessibility complaint. That includes STI-verified speech intelligibility targets, hearing-loop or RF assistive listening sized correctly for the room, caption encoder integration into the streaming chain, and control interfaces that meet Section 508 for the staff operating them.

Hybrid Public Meetings Are Now Permanent
Most states amended their open meeting statutes to allow remote participation, and few have gone back. That turned a temporary workaround into a permanent design requirement: remote members must be heard as clearly as those at the dais, public comment must be accepted from a phone line or a video platform without a staff member relaying it, and the whole thing has to be captured for the record.
We build chambers and hearing rooms where the remote path is engineered rather than bolted on — dedicated mix-minus so remote participants do not hear themselves, echo-free reinforcement, a public comment queue the clerk controls, and a single recording that captures room and remote audio together.
The same standardization carries into department rooms. One configuration, deployed identically, supported by your existing IT team.

Do we have to run a competitive bid to hire you?

Creation Networks holds six active CMAS cooperative purchasing contracts, which let California state and local agencies buy from a contract another public agency already competitively bid and awarded. That removes the need for a separate solicitation. Outside California, we can usually be added as a supplier in your procurement system, and we accept direct purchase orders with Net terms. How do you handle public meeting accessibility requirements?
Every public-facing system we design addresses ADA Title II and Section 508 obligations: assistive listening that meets the required receiver counts, captioning workflows for streamed meetings, audio that is intelligible from every public seat, and control interfaces a clerk can operate without training. Can you work in an occupied building?
Yes — most of our public sector work is retrofit inside a facility that cannot close. We phase around your meeting calendar, court docket, or shift schedule, work nights and weekends where required, and keep a temporary system live so a meeting never gets cancelled because of construction.
What does a council chamber or courtroom AV system cost?
It depends far more on room geometry, existing infrastructure, and public-record obligations than on brand choice. A small council chamber refresh — microphones, displays, streaming encoder, and control — typically lands in the low six figures; a full chamber rebuild with voting, video wall, broadcast workflow, and redundant recording runs higher. We provide a budgetary range at the assessment stage so you can build a realistic CIP line item before design starts.
Can AV be financed or leased across fiscal years?

Do you support grant-funded and bond-funded projects?
Yes. We produce the scoped, itemized documentation grant and bond administrators require — line-item equipment lists, labor breakdowns, compliance attestations, and drawings suitable for attachment to a funding request. We are used to the reporting, not just the install.
Are your products TAA compliant for state contract requirements?

You get as-built documentation, labeled rack elevations, control system source files, and training for the staff who actually run the room — usually a clerk, a bailiff, or a facilities tech, not an AV engineer. Then AVAILS managed AV services or a support agreement keeps it working, with remote monitoring that flags a failing display or dropped Dante channel before a public meeting does.
Do you provide on-site technicians for meeting days?
Yes. Many agencies bring us in for council nights, budget hearings, and high-profile proceedings rather than staffing a full-time AV role. On-site and embedded AV support.
How quickly can you respond to an outage before a public meeting?
Response times are set in your service agreement. For chambers and courtrooms we typically write same-day on-site response for meeting-blocking failures, with a remote triage attempt first — many failures are resolved before a truck rolls.
