What does a defense AV integrator have to get right?
Defense AV integration adds three requirements on top of ordinary AV engineering: supply chain compliance, security documentation, and operation by rotating non-technical personnel. Hardware must be Trade Agreements Act compliant and free of NDAA Section 889 covered equipment — a real constraint in AV, where cameras and video management systems are the exact categories Section 889 prohibits.

Compliance Is a Design Constraint, Not a Paperwork Step
In defense AV, the product decisions and the compliance decisions are the same decision. Choose the camera first and you will discover the Section 889 problem at delivery.
NDAA Section 889 prohibits federal agencies from procuring covered telecommunications and video surveillance equipment from specified entities. Audiovisual systems are unusually exposed to this: pan-tilt-zoom cameras and video management systems fall directly inside the covered video surveillance category, and any system that uses covered equipment as a substantial or essential component is prohibited even when every other part is clean.
The Trade Agreements Act adds a country-of-origin requirement, and Section 508 adds accessibility obligations to anything with a user interface. A design that ignores any of the three has to be redone, usually after procurement has already spent its cycle.
We treat all three as schematic-phase constraints. Product selection is filtered before it reaches a drawing, attestation is prepared per line item, and the documentation your contracting officer and security officer need is produced as part of the project rather than requested from us afterward.

Section 889 Is an AV Problem Before It Is a Network Problem
Most agencies encountered Section 889 as a network and telecom issue. In practice, the highest-risk covered category in a building is audiovisual: pan-tilt-zoom cameras and the video surveillance and management systems that run them are named explicitly in the rule.
The complication is white labeling. The prohibition attaches to who produced the equipment, not to whose logo is on it, so a camera physically manufactured by a covered entity and sold under a third-party brand is still a problem. A catalog claim is not diligence.
