What is SLED, and what does a SLED AV integrator do?
SLED stands for State, Local, and Education — the public sector market of state agencies, county and municipal governments, special districts, K-12 school districts, and public colleges and universities. A SLED AV integrator designs, installs, and supports audiovisual systems for those buyers under public procurement rules rather than commercial ones.
Creation Networks is an SBA-certified small business AV integrator serving SLED buyers nationwide. SLED agencies can purchase through six active California CMAS cooperative purchasing contracts, direct purchase orders with Net terms, supplier registration, or competitive solicitation. Unique Entity ID XMRUL5PM8K37. Systems are TAA compliant, NDAA Section 889 compliant, and designed to Section 508 and ADA Title II standards.
The Term Nobody Owns — and the Market Everybody Wants
"SLED" is how vendors and cooperatives talk about state, local, and education buying. It is a procurement word, not a mission word — and that is exactly why it matters when you are trying to buy an AV system.
A city clerk, a county emergency manager, a school district facilities director, and a university AV manager have almost nothing in common on any given Tuesday. But when they need to buy a system, they hit the same wall: a solicitation process that takes longer than the problem can wait, and a vendor list dominated by national integrators whose smallest engagement is larger than the whole project.
Creation Networks was built for the other side of that wall. We are small enough to qualify for set-aside awards and to be added to your supplier list in a week, and experienced enough to have delivered for FEMA, the FAA, and the U.S. Navy. The same CTS-D engineers who design a federal command center design your board room.
This page covers the whole SLED market. If you already know your segment, go straight to state and local government AV, city and county AV, or education technology.

The Four SLED Segments We Serve
Different missions • Shared procurement • Shared standards
State Agencies & Authorities
Capitol hearing rooms, agency board rooms, state EOCs, licensing and hearing panels, and department training centers. Purchasable in California through our CMAS contracts without a new solicitation.
State & local AV →Counties, Cities & Special Districts
Council and board chambers, courtrooms, 911 dispatch, public works control rooms, library and community spaces, and permit-counter signage — usually retrofit, usually in an occupied building.
City & county AV →K-12 School Districts
Classroom display and audio standards deployed district-wide, board rooms that stream to the community, auditoriums, gymnasium PA that is actually intelligible, and esports labs.
Education AV →Public Colleges & Universities
Lecture halls with capture, divisible multipurpose rooms, research collaboration spaces, event venues, and campus-wide standardization so central IT supports one build instead of forty.
Lecture hall AV →Why SLED Buyers Choose Us
- SBA-Certified Small BusinessA fit for the federal, state, and local small-business set-aside requirements that large national integrators cannot meet — with the same engineering bench and the same compliant product lines.

- SAM-Registered with Six Active CMAS ContractsUnique Entity ID XMRUL5PM8K37, plus six California CMAS cooperative purchasing contracts you can buy from without running a new solicitation. Review the contract numbers.
- Decades of Government Past PerformanceDelivered for FEMA, the FAA, the U.S. Navy, Army, Air Force, ATF, the Army Corps of Engineers, and Veterans Affairs — inside occupied, operational facilities.
- End-to-End AccountabilityOne contract from needs assessment and design-build engineering through installation, training, and long-term managed support.
- Nationwide Delivery, Answered LocallyAll 50 states from our Nevada and California operations, with a certified partner network — and a team small enough that the engineer who designed your system answers the phone.
Standardize Once, Support Forever
The single biggest cost in SLED AV is not the equipment. It is supporting forty rooms that were each built by whoever won that year's bid, with four control platforms, six display brands, and no documentation.
We build room standards: a defined small, medium, and large configuration with a fixed bill of materials, one control interface, one support procedure, and as-built documentation for every instance. New rooms get added to the standard rather than invented from scratch. Your team learns one system.
It also makes future procurement dramatically easier — a standard is a specification, and a specification is something you can competitively bid, cooperative-purchase, or sole-source with a defensible justification.
Start With an Audit, Not a Bid
Most SLED clients come to us with a symptom — the chamber audio is unintelligible, the courtroom recording failed during a hearing, half the classrooms have a display nobody can connect to. Writing a bid against a symptom produces a system that fixes the symptom and nothing else.
We start with a condition assessment: what you own, what still has manufacturer support, what is out of warranty, what will fail in the next three years, and what the actual room requirements are once accessibility and records obligations are counted.
You get a prioritized roadmap with budgetary numbers per phase. That document is what you take to a CIP committee, a board, or a grant administrator — and it is what makes your eventual solicitation specific enough to get comparable bids. See our vendor-neutral AV consulting practice.
Buying AV Without a New Solicitation
Most agencies do not need to run a fresh competitive bid to work with us. There is almost always an existing pathway — and we will tell you plainly which one fits.

Frequently Asked Questions — SLED AV Solutions
What SLED means, how state, local, and education buyers purchase audiovisual systems, and which purchasing paths are open to your agency. Written by our CTS-D certified AV design engineers.
What does SLED mean in government technology?
SLED stands for State, Local, and Education — the public sector market made up of state agencies, county and municipal governments, special districts and public authorities, K-12 school districts, and public colleges and universities. It is the counterpart to the federal market, and it buys very differently: through state term contracts, cooperative purchasing agreements, education consortia, and local solicitations rather than through GSA schedules and GWACs.
Why do vendors treat SLED as one market when the buyers are so different?
Because the purchasing mechanics rhyme even when the missions do not. A county, a school district, and a state university can often buy from the same cooperative contract, face the same public-records and accessibility obligations, and evaluate vendors against the same small-business and local-preference rules. The rooms differ — a lecture hall is not a dispatch floor — but the path to award is frequently identical.
What makes SLED AV different from commercial AV?
Three things. First, the procurement path constrains who may even bid. Second, public accountability obligations — open meeting laws, records retention, ADA Title II — turn design choices into legal requirements. Third, the ownership horizon is longer: a district or county expects fifteen years from a system a corporate client would replace in five, which changes what you should specify.
How can a SLED buyer purchase from Creation Networks?
Four common paths. (1) Six active CMAS cooperative purchasing contracts for California state and local agencies — no new solicitation required. (2) Direct purchase order with Net terms. (3) Supplier registration in your district or agency procurement system, which we will complete on request. (4) Competitive response to your own RFP or RFQ. Full walkthrough of each path.
Do you hold NASPO, Sourcewell, OMNIA, TIPS, or BuyBoard contracts?
No — we do not hold awards on those national cooperatives in our own name, and we will not imply otherwise. Our cooperative capacity is the six CMAS contracts. If your agency requires purchase through a specific national cooperative, tell us early and we will say plainly whether we can serve you, including through a teaming or reseller arrangement where one exists. How cooperative purchasing works, vehicle by vehicle.
Are you eligible for small-business and local-preference set-asides?
Yes for small business — we are an SBA-certified small business concern, which qualifies us for set-aside awards at federal, state, and local levels. Local-preference and residency programs vary by jurisdiction; we will tell you where we qualify and where we do not. More on our small business status.
Can you meet E-Rate or state technology funding requirements?
AV systems generally fall outside E-Rate Category 2 eligibility, which covers internal network connections rather than displays and audio. We can, however, structure documentation for state instructional-technology funds, bond programs, capital improvement plans, and Prop 39-style energy-linked programs where display efficiency matters. We will be direct about what a funding source does and does not cover.
Do you serve K-12 districts as well as government agencies?
Yes. Classrooms, auditoriums, gyms with intelligible PA, board rooms that stream to the community, and esports labs. See our education AV practice and ADA AV compliance for schools and universities.
What about public colleges and universities?
Lecture halls with capture, divisible multipurpose spaces, research collaboration rooms, and campus-wide standardization so IT supports one build rather than forty. Lecture hall AV and multipurpose room AV.
Can one vendor really cover chambers, classrooms, and dispatch floors?
The engineering discipline is the same — acoustics, signal distribution, control, and reliability under non-expert operation. What changes is the compliance frame and the failure consequence. We staff CTS-D certified designers who work across all three and we do not pretend a courtroom and a classroom are the same problem. See our certifications.
