Few KVM racks are fully populated on day one. Extension links are added as control rooms grow, which means the rackmount chassis usually carries empty positions for a period. The X-RMK-BLANK1 closes a single unused module slot, and there are practical reasons to do so beyond appearance: a closed rack face supports the intended front-to-back airflow pattern of the enclosure and keeps dust and stray objects out of unoccupied bays.
